ICYMI: A compelling Letter to the Editor describing NYS's Early Intervention crisis in this week's Albany Times-Union by Stephanie Townsend (https://lnkd.in/gpdQK9uZ). "Last month, the U.S. Department of Education released a monitoring report for New York identifying 13 ways New York is failing to meet its obligations as required by federal law. We are most concerned with the failure to provide services in a timely manner. In one county alone, more than 500 children are waiting past the legally allowed time for services they desperately need. The failure to provide services in a timely manner is driven by a statewide provider shortage... The shortage is caused by the low rate New York pays providers. In 1994, the average base rate was $79. Thirty years later, it is $69."#kidscantwait #earlyinterventionJoin me and members of Liftoff WNY's Aligned Action Network in making sure Early Intervention is a top priority in this year's NYS budget: https://lnkd.in/ghjD3mwp

ECLIPSE Family Violence Services
Such a critical aspect of legislation that needs to be explored.Family violence and the perpetration of coercive control against a primary victim, the parent of a child, or the child itself, is a parenting choice. So why so often are primary victims losing access or having to hand over care of their child to a person who perpetrated/perpetrates harm. Why are primary victims blamed for not keeping their children safe, and are punished by the system by losing access. While a predominant aggressor can still be seen as a caring parent? Absolute inequity, and our system still reward dangerous, bad and sometimes lethal behavior. #FamilyViolenceIsAParentingChoice#ECLIPSE

One of the most talked about defences in Hague Convention cases, Article 13(1)(b) - Grave Risk. Through modern research and experience, more is known about the effects on a child of both direct abuse and exposure to intimate partner violence. It has been found, for example, that psychological harm to the child due to exposure to intimate partner violence may in some instances be as significant as direct abuse (although the impacts on the child must be evaluated on a case-by-case basis). The threshold for this defence is set unreasonably high, not many that raise this defence will be successful. In 2024 with all the relevant studies, research and advocacy, why is it so difficult to prove grave risk? We would love to hear your thoughts…
